Flock Cameras Are Creating a Trust Problem. The Answer Is More Transparency, Not Less Technology.

A growing debate across America centers on Flock cameras and other automated license plate reader (ALPR) systems.

Some residents see them as an important public-safety tool that can help police recover stolen vehicles, identify suspects, locate missing people, and solve crimes.

Others see something much more troubling: a network of cameras recording information about ordinary people who have done nothing wrong.

Both concerns are legitimate.

And when citizens start cutting down cameras because they don’t trust the technology or the institutions operating it, that should tell us something important.

The problem isn’t necessarily the camera. The problem is trust.

At Apollo Metro, we believe the answer is not to abandon smart infrastructure or surveillance technology. Cities need better tools to protect public spaces. But when governments collect data from the public, they have an obligation to be exceptionally transparent about what they collect, why they collect it, how long they retain it, and who can access it.

In our view, publicly collected data should come with publicly visible accountability.

What Are Flock Cameras?

Flock cameras are automated license plate reader cameras designed primarily for public safety. They capture images of vehicles and information such as license plates, vehicle characteristics, location, and time. Law enforcement agencies can search that information during investigations.

Flock says its systems are not designed for facial recognition or continuous tracking of individuals, and that local agencies control access to their data. The company also says searches are logged and subject to safeguards.

This capability has real value.

A camera that helps identify a vehicle involved in a robbery, locate a stolen car, or find a missing child can provide investigators with information they otherwise might not have.

Flock self-reports that its technology supported more than one million investigations in 2025 and helped locate more than 10,000 missing people.

Those are meaningful public-safety outcomes.

But effectiveness doesn’t eliminate the need for accountability.

The Question Citizens Are Asking Is Bigger Than Flock

The debate shouldn’t simply be:

“Are Flock cameras good or bad?”

That’s too simplistic.

The better question is:

“What information is our municipality collecting, and what protections exist around that information?”

That question applies to Flock. It applies to traditional security cameras. It applies to smart-city sensors. It applies to traffic monitoring. And it applies to the growing number of AI-powered cameras being installed in public and private spaces.

Technology is moving faster than public understanding.

A city can deploy thousands of connected cameras and sensors, yet many residents may not know:

  • What information is being collected

  • Whether images are stored or analyzed

  • How long data is retained

  • Who can access it

  • Whether information can be shared with other agencies

  • What constitutes an authorized search

  • How misuse is detected

  • How citizens can challenge improper use

  • What happens when the technology makes a mistake

That’s where trust breaks down. 

Evidence of strained trust is appearing in many places, including the city of Pflugerville, TX; coverage by the Institute of Justice; a multitude of reported issues by agencies, municipalities, and citizens; and U.S. Senate investigations.  

Apollo Metro’s View: If You Collect It, Show How It’s Being Used

Apollo Metro believes communities should expect a much higher standard of transparency from public technology.

If a municipality collects information from public spaces, citizens should be able to see meaningful information about that collection.

Not necessarily the underlying personal data or video—that could create additional privacy and security risks.

Instead, cities should publish understandable metrics and policies such as:

  • How many cameras are deployed?

  • Where are they located?

  • What types of events can trigger recording or alerts?

  • How many searches were conducted?

  • How many searches were associated with legitimate investigations?

  • How long is data retained?

  • Who is authorized to access it?

  • How many times was information shared outside the department?

  • How many improper searches or policy violations occurred?

  • What happens when an alert is wrong?

This kind of information allows citizens to evaluate whether a technology is being used responsibly.

And importantly, transparency doesn’t require abandoning technology.

It makes responsible technology possible.

Cameras Can Protect People Without Becoming a Surveillance State

Apollo Metro works primarily with commercial properties, municipalities, public spaces, and other environments where lighting, cameras, sensors, and AI can provide useful operational and security insights.

Our philosophy is straightforward:

Technology should create actionable insights for property owners, citizens, and agencies—not simply collect more information.

For example, a camera integrated into a smart lighting system can detect defined events, document incidents, and alert an operator when something requires attention. Apollo’s platform can use object and event recognition to identify specific conditions rather than requiring someone to continuously watch hours of video.

For a municipality, that could mean identifying an incident in a park, documenting an accident, detecting after-hours activity, or helping emergency personnel understand what happened.

Those are legitimate and valuable uses.

But the technology should operate within clearly defined policies—and those policies should be visible to the people being protected.

Trust Should Be Designed Into Smart-City Infrastructure

The lesson from the Flock controversy is bigger than Flock.

As cities modernize streetlights, cameras, traffic systems, parking infrastructure, and public spaces, they are building something much more important than connected hardware.

They are building a data infrastructure for the community. That infrastructure needs governance just as much as it needs technology.

  • Cities should establish clear rules before deployment—not after controversy begins.

  • They should involve residents in defining acceptable uses.

  • They should establish retention and access policies.

  • They should audit system activity.

  • And, most importantly, they should publish meaningful information about how these systems operate.

Because citizens shouldn’t have to cut down a camera to get someone’s attention.

They shouldn’t have to file dozens of public-records requests to understand what their city is collecting.

And they shouldn’t have to choose between privacy and public safety.

We can have both.

The Future of Public Safety Is Smarter, and More Transparent

The answer to concerns about Flock cameras isn’t necessarily to take every camera down. Nor should cities blindly deploy more cameras simply because the technology can help solve crimes.

The better path is somewhere in between:

Deploy technology where it provides measurable public benefit. Establish clear limits. Monitor its use. And make the results visible to the public.

That’s the standard Apollo Metro believes smart infrastructure should meet.

The next generation of smart cities won’t be defined by how many cameras they install. They’ll be defined by how responsibly they use the information those cameras produce.

Public safety requires technology.

Public trust requires transparency.

 

The smartest cities will build both.
